Interstate Compact on Adoption and Medical Assistance
Through the established framework of the Interstate Compact on Adoption and Medical Assistance (ICAMA), member states meet the mandate of P.L. 96-272 that states protect the interstate interests of adopted special needs children. The ICAMA, which has the force of law within and among the member states, provides for uniformity and consistency of policy and procedures when a child with special needs is adopted by a family in another state, or the adoptive family moves to another state. The children concerned are those adopted pursuant to adoption agreements between states and prospective adoptive parents under the terms of Title IV-E of the Social Security Act. Through the ICAMA, states may also extend these protections to children adopted through state-funded subsidy programs.
To process the ICAMA request, the sending state will complete and send:
Form 6.01 Notice of Medicaid Eligibility/Case Activation,
Form 6.02 Notice of Action, and the
Adoption Subsidy Agreement
to the receiving state to process the medical request.
Form 6.03 Report of Change in Child/Family Status shows new addresses and when the medical request has been accepted.
